(A) Except as provided in division (C) of this section, each public utility, as defined in section 4905.02 of the Revised Code, that owns or controls transmission facilities located in this state and is not a regional transmission organization shall create a heat map that includes both of the following:
(1) For major transmission lines and substations, the additional power load the lines and substations can take at the time that the map is created, accounting for all signed electric service agreements;
(2) The amount of localized generation that can be hosted on each transmission line.
(B) If a heat map created under this section is not critical electric infrastructure information, then the utility that created the map shall publish the map on the utility's web site.
