(A) The unemployment compensation integrity board is created. The board may advise and consult the director of job and family services in the administration and enforcement of this chapter and rules adopted under it, including making recommendations to the director regarding proposed rules or public private partnerships. The board consists of the following members:
(1) The director of job and family services, or the director's authorized representative;
(2) One member of the house of representative appointed by the speaker of the house of representatives;
(3) One member of the senate appointed by the president of the senate;
(4) The following members to be appointed by the director:
(a) A representative from the Ohio chamber of commerce or its successor organization;
(b) A representative from the national federation of independent business or its successor organization;
(c) A third-party administrator that is a third-party commercial consumer reporting agency, in accordance with the “Fair Credit Reporting Act,” 15 U.S.C. 1681 et seq.;
(d) A representative from the Ohio federation of labor or its successor organization;
(e) A representative from the affiliated construction trades of Ohio or its successor organization;
(f) A representative from the Ohio conference of teamsters or its successor organization.
(B) The director of job and family services, or the director's authorized representative, shall serve as chairperson of the board.
(C) The board shall meet at least two times each calendar year.
(D) Each member appointed by the director shall serve three year terms that expire on the thirty-first day of December.
(E) Each member appointed by the director shall hold office from the date of appointment until the end of the term for which the member was appointed. A member appointed by the director to fill a vacancy occurring before the expiration of the term for which the member's predecessor was appointed shall hold office for the remainder of the term. A member appointed by the director shall continue in office subsequent to the expiration date of the member's term until the member's successor takes office or a period of sixty days has elapsed, whichever occurs first. A member appointed by the director shall continue in office for the entirety of the member's term unless removed for misfeasance, malfeasance, or nonfeasance.
(F) The members of the board who are appointed from the membership of the senate and the house of representatives shall serve during their terms as members of the general assembly and until their successors are appointed and qualified, notwithstanding the adjournment of the general assembly of which they are members or the expiration of their terms as members of such general assembly.
(G) All meetings of the unemployment compensation integrity board shall comply with section 121.22 of the Revised Code.
(H) All members of the unemployment compensation integrity board shall comply with Chapter 102. of the Revised Code, as applicable.
