Ohio Revised Code Title LV. Roads Highways Bridges § 5516.15

Any fees or fines collected under this chapter shall be deposited into the state treasury to the credit of the highway operating fund created in section 5735.051 of the Revised Code to be used by the director of transportation solely for purposes of enforcing and administering the requirements established under this chapter.
