(A) No owner of a dog, except a dog constantly confined to a dog kennel registered under this chapter or licensed under Chapter 956. of the Revised Code, shall fail to require the dog to wear, at all times, a valid tag issued in connection with a certificate of registration under division (A) of section 955.02 of the Revised Code. A violation of this division is a strict liability offense and section 2901.20 of the Revised Code does not apply. A dog found not wearing at any time a valid tag is prima-facie evidence of lack of registration and shall subject any dog found not wearing such a tag to impounding, sale, or destruction.
(B) No person shall recklessly obstruct or interfere with anyone lawfully engaged in capturing an unregistered dog or examining a dog wearing a tag.
(C) No person shall recklessly own, keep, or harbor a dog wearing a fictitious, altered, or invalid registration tag or a registration tag not issued by the county auditor in connection with the registration of such animal.
(D) Whoever violates division (A), (B), or (C) of this section is guilty of a minor misdemeanor.
