Ohio Revised Code Title I. State Government § 135.791

The general assembly finds that the financial costs of adoption in this state have grown and the growth has placed a substantial financial burden on families seeking to adopt in this state. Accordingly, it is declared to be the public policy of the state through the adoption linked deposit program to create an availability of lower-cost loans to reduce the financial burdens of adoption and to strengthen families in this state.
