An escort certificate shall be cancelled by the commissioner if such person's underlying driver's license has expired, is revoked or suspended or upon notification by the commissioner of transportation or the New York state thruway authority that the person has violated any rule or regulation of the commissioner of transportation or the New York state thruway authority governing the operation, use and equipment of escort vehicles and the duties and responsibilities of the operator of an escort vehicle.
