The commissioner of transportation, in consultation with the commissioner, shall establish requirements for any person or entity that owns and operates one or more altered motor vehicles, commonly referred to as “stretch limousines”, for purposes of establishing conspicuous display of valid operating authority, inspection information, and driver qualifications at locations where such persons or entities perform contract or common carrier services with altered motor vehicles and within any altered motor vehicle used to provide such services.
