Any police officer having lawfully stopped a commercial motor vehicle with a manufacturers' gross vehicle weight rating in excess of ten thousand pounds for the purpose of conducting a motor carrier safety inspection may, when necessary to insure the safety of the officer, the vehicle occupants and the motoring public, require that the vehicle be driven to the nearest safe inspection site designated by such officer. Such location designated by the police officer shall not exceed a distance of five miles from the place where the vehicle was stopped.
