1. The commissioner may suspend any registration pursuant to this article for violation of this article or a violation of the navigation law upon the recommendation of the commissioner of parks, recreation and historic preservation by the holder thereof. Such suspension or revocation shall be ordered only after a hearing, unless waived. However, the commissioner may temporarily suspend a registration pending a hearing.
2. Any person who violates any provisions of this article or regulation adopted pursuant thereto shall be guilty of a violation punishable as provided in the penal law except the maximum fine may not exceed one hundred dollars.
