New York Consolidated Laws, Vehicle and Traffic Law - VAT § 211. Continuity of authority

The department of motor vehicles shall be deemed to constitute a continuation of the powers and duties of the bureau of motor vehicles in the department of taxation and finance and not a new authority for the purpose of succession to the rights, powers and duties and obligations hereby assigned to the department.
