New York Consolidated Laws, Vehicle and Traffic Law - VAT § 2106. Examination of records

The commissioner, upon receiving application for a first certificate of title, shall check the identifying number of the vehicle and the name or other identifier of the owner shown in the application against the appropriate records of vehicles required to be maintained.
