1. Subject to the supervision and control of the board perform the functions necessary to properly and efficiently carry out the provisions and purposes of this article.

2. Be a citizen of the United States.

3. Receive such salary and expenses as the city council, town board, borough president   1 board of supervisors or other governing body of the city, town, borough or county for which such board has been created may fix and properly account for such expenses.
