1. No one shall be eligible to the office of judge of the district court unless he be a resident elector in the district for which he shall be elected or appointed, and shall have been admitted to practice law in this state at least five years.
2. No judge shall engage in the practice of the law or hold any other public office in the county. Each judge shall devote his whole time and capacity to the duties of his office. Before entering upon his duties each judge elected or appointed pursuant to this act shall take and file with the county clerk the oath of office prescribed by the constitution. The judges may, by virtue of their offices, administer oaths, take depositions and acknowledgments within the county and certify the same in the same manner and with like effect as judges of courts of record.
