It is unlawful for any motor carrier or any other person subject to the registration requirements of the Unified Carrier Registration System established by section 13908 of title 49 of the United States Code to use any of the public highways of this state for the transportation of passengers or property in interstate commerce or foreign commerce unless such motor carrier or person has registered with the United States Department of Transportation under such Unified Carrier Registration System in accordance with the provision of the federal “Unified Carrier Registration Act of 2005”, 1 as amended or supplemented, and the regulations of the Federal Motor Carrier Safety Administration adopted thereunder and such regulations promulgated by the commissioner regarding the same.
