The governor shall direct that all state agencies provide the commissioner with assistance in advancing the purposes of this article, and to assure that the activities of the department are fully coordinated with the activities of state agencies providing or contracting for public transportation services. To effectuate the purposes of this article, the commissioner may request and shall be entitled to receive from any state agency, and the same are authorized to provide, such assistance, service, facilities and data as will enable the department to carry out its functions, powers and duties.
