In the event two or more counties jointly or cooperatively develop coordinated public transportation services and designate one services coordinator or the same services coordinator, such services coordinator may apply for aid for each rural county as provided by this article and each rural county shall be entitled to such aid to the same extent and in the same manner as any other rural county.
