1. Each regional transportation authority shall submit to the governor, the commissioner, the chairman and ranking minority member of the senate finance committee, and the chairman and ranking minority member of the assembly ways and means committee annually, not later than the first day of October in a manner to be prescribed by the state director of the budget, information on operations and capital construction, setting forth the estimated receipts and expenditures for its next fiscal year and its current fiscal year.
2. In addition to any report required pursuant to subdivision one hereof, each regional transportation authority shall report to the commissioner concerning capital improvement projects in accordance with the provisions of section one hundred nineteen-s of the general municipal law any inconsistent provision of law notwithstanding.
