The town board of a suburban town may, by local law, create, modify or discontinue departments of the town government in addition to those otherwise authorized by law and may assign additional functions or duties to offices, departments or agencies established by or pursuant to act of the legislature or local law, but may not discontinue or assign to any other office, department or agency any function or duty otherwise required by law to be performed by an officer serving in an elective office.
