1. When the public administrator in virtue of his office has been superseded he shall deliver to the fiduciary who has superseded him all the personal property belonging to the estate which he has in his possession after deducting therefrom his expenses, costs and commissions as ordinarily allowed by the court upon the entry of a decree upon final accounting.
2. When letters issued to the public administrator have been revoked he shall institute a proceeding for the judicial settlement of his account.
