Notwithstanding the provisions of any other law, appointment and removal shall be made as follows:
1. The public administrators of Kings, Richmond, New York, Bronx and Queens counties shall be appointed by and may be removed by the judge or judges of the court of their respective counties and shall continue in office until removed.
2. Each appointment shall be in writing and shall be filed in the office of the county clerk in the county for which the appointment is made.
