1. There is hereby established in the joint custody of the state comptroller and the commissioner of taxation and finance an account of the miscellaneous special revenue fund to be known as the “patient safety center account.”
2. Such account shall consist of monies received from civil penalties in excess of two thousand dollars per violation pursuant to subdivision one of section twelve of the public health law and subdivision two of section twelve-b of the public health law.
3. Moneys of this account, following appropriations by the legislature, shall be available to the department of health for the patient safety center created by title two of article twenty-nine-D of the public health law.
