1. There is hereby established in the joint custody of the state comptroller and the commissioner of the department of taxation and finance an account of the miscellaneous special revenue fund to be known as the teacher certification program account.
2. Notwithstanding any other law, rule or regulation to the contrary, the state comptroller is hereby authorized and directed to receive for deposit to the credit of the teacher certification account, fees related to responsibilities of the education department pursuant to section three thousand six of the education law including workload pursuant to chapter six hundred fifty of the laws of nineteen hundred ninety including all fees for teaching certificates, temporary licenses, including temporary coaching licenses, temporary certificates and continuing and duplicate certificates and penalties and fines pursuant to subdivision seven of section three hundred five of the education law.
3. Moneys of this account, following appropriation by the legislature, shall be available to the state education department for services and expenses related to the administration of the teacher certification program.
