1. There is hereby established in the joint custody of the state comptroller and the commissioner of the department of taxation and finance a special fund to be known as the “waste management and cleanup fund”.
2. The waste management and cleanup fund shall consist of all revenue collected from waste tire management and recycling fees pursuant to section 27-1913 of the environmental conservation law and any cost recoveries or other revenues collected pursuant to title nineteen of article twenty-seven of the environmental conservation law, and any other monies deposited into the fund pursuant to law.
3. Moneys of the fund, following appropriation by the legislature, shall be used for execution of waste tire management and recycling pursuant to title nineteen of article twenty-seven of the environmental conservation law, and expended for the purposes as set forth in section 27-1915 of the environmental conservation law.
