For the duration of the grant period, no local or regional human services provider shall lose any grants or funds to which it may be entitled if it were to operate separately, solely because it elects to participate in a pilot project program and, notwithstanding any other provision of law to the contrary, such grants or funds shall continue to be allocated in the same manner and in the same amount as if such human services provider was not a participant in such pilot project program.
