In accordance with regulations of the office of children and family services, any child who leaves foster care for guardianship with a relative after attaining sixteen years of age for whom kinship guardianship assistance payments are being made under this title shall be eligible:
1. to receive those independent living services that are made available by the social services district to foster children pursuant to section 477 of the federal social security act; 1 and
2. to apply for educational and training vouchers made available pursuant to such section, which will be awarded based on the priorities established by the office of children and family services and the amount of funds made available therefor.
