1. The commissioner shall prepare, for inclusion in the annual report required by subdivision (d) of section seventeen of this chapter to be filed with the governor and the legislature prior to December fifteenth of each year, a progress report on the planning and implementation of the provisions of this title.
2. The report shall contain, but not be limited to, information reported statewide and by districts, the number of individuals certified as eligible for services under this title, and those for whom services were rendered and expenditures made for services identified by type, provider, and funding source. Such report shall also include progress made in implementing the provisions of this title with particular reference to efforts made to insure the effectiveness of the case management provisions.
3. Repealed.
