A noncitizen, including a non-qualified alien, as determined by applicable federal statute and regulation, is eligible for protective services for adults and children, foster care services, and residential services for victims of domestic violence, to the extent such person is otherwise eligible pursuant to this chapter and the regulations of the office of children and family services and the office of temporary and disability assistance.
