1. A person requesting emergency assistance under this title shall make his application therefor in person or through another on his behalf, on such form and in such manner as the department may by regulation require, to the social services official in the county in which the applicant resides.
2. Whenever such application is made, an investigation and record shall be promptly made of the circumstances of the applicant in accordance with the regulations of the department to ascertain the facts supporting the application and to obtain such other information as may be required by the department.
3. The social services official shall require that a person applying for or receiving emergency assistance under this title or his duly designated representative be interviewed personally at a time and in a manner provided by the regulations of the department.
