New York Consolidated Laws, Social Services Law - SOS § 198. Control of incarcerated individuals

If any incarcerated individual shall wilfully disobey the rules of the home in such a way as to be detrimental to the welfare of the other incarcerated individuals, the commissioner may institute a proceeding in a court of competent jurisdiction against such incarcerated individual for disorderly conduct.
