When, pursuant to the provisions of subdivision eight of section one hundred ninety-four of this title, the commissioner of public welfare of Monroe county deems it advisable to assign work to an incarcerated individual, such work may be assigned and performed in or about not only the public home, farm and garden but also any other property maintained under his supervision. The payment of any reward pursuant to such subdivision eight shall not be deemed, for the purposes of any law, to make the incarcerated individual receiving the same an employee of the public home or of the county or city maintaining such home or such other property maintained under the commissioner's jurisdiction.
