Any inconsistent provisions of this title, other provisions of this chapter or of any other law notwithstanding, in determining the need for family assistance, a social services official shall disregard, in addition to any other amounts which are required or permitted to be disregarded in determining such need, any retroactive lump sum payment made to an individual under title II of the social security act 1 (or under the railroad retirement act of nineteen hundred thirty-seven 2 by reason of the first proviso in section three (e) thereof), as a result of an increase in monthly benefits under the old age, survivors, and disability insurance system.
