The department or a social services district, through the commissioner, is authorized to enter into agreements with financial institutions as provided for in subdivision two of section four of the banking law and subsection (e) of section three hundred twenty of the insurance law, and is authorized to furnish to and receive from those and any other financial institutions, as defined in paragraph one of subdivision (d) of section four hundred sixty-nine A of the federal social security act, such information as may be necessary to carry out the agreements provided for in section four of the banking law and section three hundred twenty of the insurance law, for the enforcement of child support orders.
