1. A license issued hereunder shall be conspicuously displayed at all times by the apartment information vendor at the place of business for which it was granted.
2. The secretary shall be notified in writing at his or her office in Albany of any change of a licensee's business address or name, and the secretary shall issue a license for the unexpired term, upon return of the original license. A licensee who fails to notify the secretary of any change in business address or name within ten days shall forfeit his or her license.
