A mortgage, lease or conveyance duly executed and delivered in accordance with an order of confirmation, made pursuant to the provisions of section 1613, binds the interests of the applicant therefor and of all other persons who either are parties to such proceeding or are represented therein or are not entitled to notice thereof under the provisions of section 1606.
