All books, papers, records and property of the former division of the lottery and former racing and wagering board and its predecessors with respect to the functions, powers, duties and obligations transferred by this article are to be delivered to the appropriate successor offices within the commission, at such place and time, and in such manner as the chair of the commission may require.
