Each municipality in which an authority is situated may annually appropriate to such authority the amount required by said authority for its administrative expenses. The amount thereof shall be within the discretion of the local legislative body of such municipality. Such payments may be made out of any fund available for that purpose. No administrative expenses of an authority shall be paid from any state loan or subsidy or from the rental income of any state project.
