1. The commissioner, in collaboration with the commissioner of education, is authorized, within amounts available pursuant to subdivision nineteen-a of section twenty-eight hundred seven-c of this chapter, to make grants to medical schools located in New York state in order to enhance the study of primary care, to increase the opportunities for undergraduate medical education in primary care at community-based sites and encourage the training of primary care physicians.
2. Grant proceeds may be used for faculty development; costs incurred teaching medical students at community-based sites, including, but not limited to, personnel, administration, and student-related expenses; expansion or development of programs that train primary care physicians; and other innovative programs designed to increase the number of medical students choosing primary care.
3. Such grants shall be awarded on a competitive basis in amounts not to exceed five hundred thousand dollars through a request for application process. In making awards, consideration shall be given to applicants who:
(a) apply in collaboration with community-based providers;
(b) make complementary efforts to enhance their curriculum in primary care;
(c) make complementary efforts to recruit qualified faculty in primary care education;
(d) make complementary efforts to reduce the percentage of students graduating in non-primary care specialties; and
(e) make complementary efforts to match such award from funds raised through non-public sources.
4. The intent of this program is to augment or increase primary care undergraduate medical training. Grant funding shall not be used to offset existing expenditures that the medical school has obligated or intends to obligate for primary care training programs.
