There is hereby established in the health department a state health research council. The council shall consist of the commissioners of health, mental hygiene, environmental conservation, and education, the chancellor of the state university and such other persons as the governor shall appoint, not exceeding twenty-nine in number inclusive of the ex-officio members. The chairman of the council shall be appointed by the governor. All appointments to the council shall be upon the advice and consent of the senate. Members shall serve for three-year terms; provided, however, that of the members first appointed pursuant to this section, ten shall serve for a term of one year only, and ten shall serve for a term of two years only. Members of the council shall receive no compensation for their services as members, but shall be allowed their actual and necessary expenses incurred in the performance of their duties. The principal office of the council shall be located in the county of Albany.
