Moneys received pursuant to this article may within one year from the receipt thereof be refunded on proof satisfactory to the commissioner that such moneys were in excess of amounts required by law. Such refund shall after audit by the comptroller be paid by the commissioner from any moneys in the custody of the commissioner received pursuant to this article.
