1. No person shall sell or convey any live pathogenic microorganisms or viruses other than vaccine virus to any other person without permission of the commissioner, or in the city of New York without the permission of the department of health of the city of New York.
2. This section does not apply to diseased tissue, exudate, or other specimens which are sent by physicians, dentists or veterinarians to laboratories for examination as an aid in the diagnosis or control of disease.
