For the purposes of this article:
1. “Rural area” shall mean a county with a population of two hundred thousand persons or less, or a town with a population density of one hundred fifty persons or less per square mile.
2. “Rural health care provider” or “rural provider” shall mean any agency, corporation, facility, or individual providing medical and/or health care services to residents of a rural area.
3. “Office” shall mean the Charles D. Cook office of rural health, as created pursuant to section two hundred thirty-six of this article.
4. “Rural health council” shall mean the rural health council established pursuant to section two hundred thirty-six-b of this title.
