The summons in an action provided by section two thousand three hundred twenty-one of this chapter, may be served as in a civil action except that, in case service by publication is ordered, the mailing of a copy of the order and the summons to the defendant may be dispensed within the order and the order may provide that such publication in a paper published daily in the city where the property affected by the action is located, twice a week for two weeks, will be sufficient publication, in which case service will be deemed completed upon the date of last publication; and except that where personal service is made without the state, the service will be deemed completed upon the date of such personal service.
