1. It shall be the duty of the director or person in charge of each state institution to report immediately an outbreak of a communicable disease in such institution to the commissioner and as may otherwise be provided in the sanitary code.
2. Upon receipt of a report from a state institution of the outbreak of a communicable disease in said institution, the commissioner shall advise the director or person in charge of the institution as to the best means to control said disease effectually.
