In addition to the powers of the commissioner or the public health council to effectuate the provisions of this article, the commissioner shall have the power to:
1. Cooperate with state and federal officials to investigate the statements made in any statements or solicitation made or filed, and to promote camp safety standards.
2. Cooperate with the attorney general in the prosecution of actions under this article.
3. Maintain a file open for public inspection and answer any inquiries concerning any camp regulated by this article.
4. Establish forms and procedures to secure compliance with this article.
5. Publish a list of states which have adopted camp safety standards and a program of compliance comparable to those of New York.
