1. Whenever requested by the commissioner, the board of health of any health district may appoint one of its members to act with and assist the commissioner during the investigation or examination of any nuisance, or for the purpose of determining whether a public nuisance exists.
2. Such representative may take part in such examination, but the final determination of the questions involved shall rest solely with the commissioner.
