1. The rules and regulations of the department promulgated pursuant to the provisions of this chapter may be read in evidence from the official compilation of codes, rules and regulations of the state of New York, or supplement thereto. To entitle any copy of the said rules and regulations, other than those in the official compilation or supplement thereto, to be read in evidence there shall be contained in the same book or pamphlet a printed certificate of the secretary of state that such copy is a correct transcript of the text of the said rules and regulations as published in the official compilation or supplement thereto. For such a certificate the secretary of state shall collect such a fee as he shall deem just and reasonable.
2. All regulations of the department on file in the department and in the office of the secretary of state on the date when this chapter takes effect 1 shall continue to be binding and in force except as may be inconsistent with this chapter and as amended or repealed from time to time.
