The director of the authorities budget office shall be appointed by the governor, upon the advice and consent of the senate. The director shall hold office for a term of four years beginning on the date of confirmation. The salary of the director shall be established by the governor within the limit of funds available therefor; provided, however, such salary shall be no less than the salaries of certain state officers holding the positions indicated in paragraph (d) of subdivision one of section one hundred sixty-nine of the executive law. The director may be removed by the governor only after notice and opportunity to be heard, and only for:
1. permanent disability;
2. inefficiency;
3. neglect of duty;
4. malfeasance;
5. a felony or conduct involving moral turpitude; or
6. breach of fiduciary duty.
