1. On or before August fifteenth, nineteen hundred eighty-one, and on each August fifteenth thereafter, the chairman of the authority, for the approval by the park district, shall make and deliver to the official designated by the park district a budget for the operation of participating olympic facilities by the authority for the forthcoming fiscal year of the state. The budget shall delineate the total amount needed for authority purposes, including the funds required by the authority for operation of the participating olympic facilities pursuant to agreements made in accordance with sections twenty-six hundred twelve and twenty-six hundred fourteen of this title, the source of all funds that the authority expects to receive and such other information as such official of the park district shall require. The park district shall approve the budget for the operation of participating olympic facilities by the authority if the park district determines that the budget demonstrates that the authority, without operating at a deficit, can continue in the forthcoming fiscal year of the state in the exercise of its corporate purposes, powers, duties and functions with the appropriations from the state and the park district in the amounts determined in accordance with sections twenty-six hundred twelve and twenty-six hundred fourteen of this title and income received by the authority from other sources.
2. The park district may appropriate and provide to the authority an amount of money determined in accordance with subparagraphs one and two of paragraph (g) of subdivision two of section twenty-six hundred twelve of this title. The park district shall notify the state director of the budget not later than October first of each year whether or not it has approved the budget, made an appropriation to the authority and if such appropriation is made, the amount thereof.
