Notwithstanding any provision of law, the authority may with respect to any sports facility provide in any lease or sublease that rental payments to the authority made pursuant to such lease or sublease shall include an amount which the authority shall pay to the city which shall constitute a payment in lieu of taxes with respect to such sports facility.
