In the event that a participating municipality fails to make its required payment in whole or in part, to the authority because of extraordinary conditions beyond the control of the participating municipality as determined by the authority, the chairman of the authority shall certify such conditions to the comptroller. The comptroller upon receipt of such certification from the authority shall withhold state aid in the same manner as set forth in section twenty-four hundred seventy-three in an amount not to exceed eighty per centum of the total required payment minus the amount paid by the municipality. The comptroller shall immediately pay over to the sports facilities income fund account the amount so withheld. In such cases, the authority shall provide for the outstanding amounts so due in an appropriate and timely manner.
